Abstract

This paper addresses the issues of "carbon leakage", a concept that refers to the embodiment of carbon emissions in internationally traded products. When these goods are imported and exported across national borders, the embodied emissions are imported and exported along with them. When a country imports goods and sevices instead of producing then domestically, the country avoids emissions that are assoiated with their production. These emissions are generated in the exporting country,however.similarly, when a country exports goods and services instead of consuming them domestically, the country produces emissions that it could have avoided. In sum, when a country imports such goods and services, that country exports the emissions, and vice versa, when a country exports such goods and services, that country also imports the emissions.
